The disaster could have been avoided had the security agencies and so called public servants discharged their responsibilities sincerely.
1. RAW, the highest foreign intelligence agency had informed the concerned about this attack much ahead, but the Union Home Minister enjoying her support summarily rejected or suppressed the vital information.
2. One Terrorist, Faheem Ansari was arrested in Rampur, U.P., in February 2008 with relevant information and 11 maps for attacking Mumbai. These information and maps were sent by ATS, Rampur to ATS Mumbai, but totally ignored by the authorities.
3. On 26/11 attack commenced at 9.45 pm. Chief Minister of Maharashtra phoned Union Home Minister for deputing 200 commandos at 10.30 pm. Due to Home Minister taking easy it took 10 hours for the commandos to reach and start action. Meanwhile, the terrorists had occupied strategic positions and established themselves very well killing many people for lack of force to give befitting reply inside, thus causing heavy damages and causalities.
4. Had the concerned agencies and public servants getting salary etc. from the pocket of the public been sincere, quick and dutiful, this tragedy causing heavy casualties, huge damage, irreparable losses (Rs.50,000 crores plus Forex $ 20 billion) could have been surely averted. Are they worthy public servants a term given by Mahatma Gandhi and enshrined in the Constitution of India? In fact, they have become public masters and torturers of tax payers.
5. As a matter of fact, as per our defective democratic setup based on the outdated Constitution Indian citizens, i.e. 120 crores have to depend on a handful of unworthy, incompetent, dishonest, selfish, corrupt culprits as we have no other option but to go through election process only by which we can put the same old wine in different bottles. The Constitution framers 60 years ago did not anticipate or realize about the likelihood of creating heinous situation like this and the country going into the hands of criminals, scandalous people and crooks. Hence, the Constitution as well as People's Representation Act having become obsolete need tremendous changes with provisions for presidential type of Government on the pattern of US & UK, placing the country in the hands of a benevolent dictator or even the Army with certain conditions and for a specific period. Subhash Chandra Bose said "After getting independence our country needs a dictator for 5 to 10 years as India comprising mostly illiterate, innocent and poor people living in villages does not deserve democracy."
6. In fact, bureaucrats are worse than politicians as being corrupt, selfish and cunning, pass on the entire blame on to their masters, while they themselves are responsible since they are the ones who frame policies, make rules, regulations, laws. Shockingly, none of them has been punished so far, though three ministers have been sacked. Industrialists/ tax-papers are considered simply revenue producing machines for development and prosperity ignoring their contribution in creating employment opportunities, generating huge revenues & earning foreign exchange. Hence, their security is of paramount importance more than the politicians for whom huge tax money is wasted. If tax-payers/public do not feel safe, then no revenue and no development. There are some honest politicians also who deserve security.
7. Public need oxygen for which a very bold, strong, aggressive and dynamic leader is a must may be like Modi, Priyanka or Jaya Lalitha or even Lalu who can teach a good lesson to Pakistan, otherwise Pakistan will not come to senses as it has 180 terrorists producing factories including 60 in POK. Our present Hon'ble Prime Minister, who though very honest, patriotic, is too kind hearted, compassionate and soft to tackle such serious problems with iron hands. Besides, POTA and Federal Investigating Agency independent of politicians (autonomous) be brought into effect by an Act of Parliament without any delay. If such measures cannot be taken on war-footing, it would be most appropriate to hand over the country to the Army with some provisions/conditio ns to be approved by citizens committee and not by politicians who having lost confidence of their voters from time and again for decades deserve to be ignored, if not hanged.
8. Miserable plight in the country is in ascending order after Indiraji whom we remember now. Her stern actions, disciplining the public servants and emergency worked wonders.
So, the public campaign, protest and cry should be to provide oxygen immediately and to amend the Constitution within one year through the Constituent Assembly of 100 members comprising not more than six politicians, Supreme Court Judges, business community, professionals, spiritual leaders, journalists, Defence Generals, experts and others all of very high integrity with record of patriotism and selfless service. Youth must act and act fast even with direct action. They will be helped by the tax-payers instead of financing the shameless politicians/ rouges. I offer my guidance and help to the youth organization coming forward boldly and genuinely.
